Recommendations - to paint textured bumpers? (Central)

Can anyone recommend a good paintshop in the Central Scotland area? I'm in Falkirk but willing to travel around Glasgow/Edinburgh area for somewhere with a very good recommendation (who aren't too expensive!).
Not for my car, it's for my van. Currently it's got black, textured plastic bumpers but I'm looking to have these colour-coded white. I guess they'll have to be smoothed somehow before painting but then I'm not really sure how it's done...
The place my father-in-law usually uses for paintwork aren't keen to do my bumpers as they say they'll become tatty very quickly and the paint will flake off. I've had bumpers colour-coded before and they looked perfect, but it was a Direct Line crash repair centre (lets not go there...) and that was over 10 years ago.
Any suggestions welcomed

Ah, didn't think of that place - just behind Cineworld on the Retail Park, right? Nice and local for me.
I'll maybe try him for a quote as the first place I tried (who will remain nameless) didn't fully understand the process: I almost had to tell him how they should be done, which doesn't inspire confidence...

Thanks very much for the recommendation - he did take a couple of days longer than he first said, but that was partly down to the van bumper proving more difficult to primer and smooth than Jim first thought. He said he could've rushed it to get the van back to me for the weekend but I was glad to leave it with him over a weekend to ensure the best job. I'll certainly recommend him based on the finish, just hope it proves durable.
