Set for Spain, means its a LHD lamp & the dipped beam would dip to the right, meaning no good for this country as you would dazzle oncoming traffic!

As for the buzzing, could be the relay or the bulb on the way out. Or if its got electric height adjustment, it could be the motor packing up?
