Would a dog whistle work? Every time it barks, you blow the whistle. Or electrocute it. Should have the desired effect, IIRC.
Wait, I know... every time it barks, blow a whistle and electrocute it. Then after a while, you just have to blow a whistle. To electrocute it, I suggest harnessing elemental magicks and launching lightning bolts at it.
Actually, my aunty has this dog who is very affectionate towards everyone and barks and wags his tail whenever you approach his cage. There is one visitor, however, where upon seeing her, he hides in his kennel. I think she shouted at him and beat him with a stick. (This is in Malaysia so RSPCA can't really do anything about this woman.)

Is it being mistreated? Dogs are pack animals, bit rough to leave it on its own for 8 hours a day. I'd love a dog, but my job means it'd be on its own for 12-14 hours a day, which is just not on.ShadownINja said:

On monday it was locked out in the garden for about 6 hours. Its a boder collie which are supposedly the most intelligent dog and its on its own all day. Whenever I loose my temper and pop my head out of the window, it always looks so happy to see somebody. 
I wouldn't say its being mistreated though.
Don't really have any other problems from the neighbours.

As for the whistle... every time its barking for no reason, blow the whistle. Will take a while, but it should condition it - dogs aren't (generally) stupid.
