First you make the website in your computer using web authoring software such as MS FrontPage (part of MS Office), Adobe GoLive, Dreamweaver etc.
Then you need to upload it to some webspace (also known as publishing). Your ISP might give you some space free; if not or if you want more, it's not expensive from 123-reg or similar. Uploading/publishing can sometimes be done from within the authoring software, or you can use separate FTP (file transfer protocol) software instead, such as CuteFTP.
All you need to do is figure out how it all works!!

Depends what you're after. Your ISP may offer free webspace but not necesarily the name you want. If you do want a name it's prob best to find a host before registering it(saves quite a bit of hassle IMO).

There are some sites that offer free webspace, do a google search. Some sites will give you space but then you have to have their banner somewhere too.

As for designing a page, you can even use Word (not a big fan myself) but it does the job. Other than that there'll be loads of freebies out there you can download. You can even use notepad.

** Alternative free suggestion **

Why not start a Blog ?
Sort of online diary/journal.

Basically its like using Hotmail.
You sign in using your username + password and write then click to publish. You can alter style/layout if you want.

There is a free version or you could buy some web hosting+domain and use it for easy updates.

Your posts are dated and you can alter/delete posts with ease.

If you've got MS Office - most people have - then you've got MS FrontPage already, and you can upload from within it - no extra FTP software needed. And space/domain names etc are really very cheap.
