LIBOR rate - medium term?

Would very much welcome the input of the PH massive on what the current thinking on what the LIBOR rate might do in the next year or two. Up or down?

Not my specialist subject but when something's sitting close to its all-time low an upwards move seems rather more likely than a downwards move....
