Thule roof rack lock jammed

The key wont turn one of the locks which has jammed. I've tried WD40 and and having left it, a lot of pressure, but it's not going.

I'm considering drilling the lock with a good size HSS drill. Any other ideas before I take this destructive approach?

If these are the locks on the actual roof bars (securing them to the car) then the lock only moves a small pin. I seem to remember snapping a few off, but the bars still secure fine without them.
