Pedal rebuild - how to tighten it

My Wellgo pedal was clicking so I took it apart and cleaned it up. Much better now, but I'm not convinced I've tightened it up right.
It's basically an axle, but I can't tighten up the inner race on the non-drive side as it's recessed within the pedal body. I can set the position with pliers, but I can't hold them in there and tighten up the 12mm nut on the outside - it all moves and locks up. How do I tighten it up with only a socket on the outside? I think there is a locking washer of some sort, does that hold the inner race?
