If it was advised that a car needed new coil packs, could it also be a sign of something worse?. This is in relation to a possible car purchase, so any advice would be appreciated.

Yes, because if all it needed was a set of coil packs surely the seller would have put them on not sold it running badly and not got the best price for it. Suggests to me he knows something he's not telling you possibly.

And depending on age...most Foresters have a single coil pack, not multiple.

Although it does depend on age.

To be honest it could be a few things as they share symptoms. Coil packs are not cheap and neither are the other bits that could be the problem, MAF sensor, boost control solenoid etc. Walk, why buy something that already has a fault unless you definitely know what it is and can fix it. You don't want to start a goose chase on this car as soon as you buy it.
