Paypal -secure site?

I can't enter the secure pages of Paypal using this pc but can get access with an old banger of a pc on windows 98. I'm fairly sure it has something to do with my security settings. I have ensured that both pc's are set to the same standard defaults and are using SSL2 & SSL3. I have looked at the advanced settings but can't see anything wrong or obviously different between the 2 pc's. Can anybody offer suggestions as to why Paypal won't acknowledge this pc? Thanks.
