My thoughts were that they wanted to speak with all the individual drivers, and the time taken after the race would support this. I got the impression that most if not all of the affected drivers didn't complete a full lap before pitting and some may not even have done a full sector (such as Jenson) so this makes doing it off just the timing information rather difficult.
God knows where they got the "5sec" penalty from though, can't say I've ever heard of a rule that allows them to do that (and if they could wouldn't that have been more appropriate in the Monaco incident?). It all sounds to me like either they didn't really have a solid case and just wanted to be seen to be doing "something" or they knew applying larger penalties and re-ordering a good chunk of the points would just make F1 look farcical.
