Tensioner Pulley Wheel

Do any of you know if the drive belt tensioner pulley wheel can be purchased on its own (without the spring loaded arm) called TMS yesterday - they will only sell the drive belt tensioner as a complete unit (129 plus VAT). any help or pointers would be appreciated - (Chim 96 4.0L serp)
