Removing flare

Anyone got any idea how to remove the flare from the right hand side of this pic. A friend has given it to me in the hope that I can fix it but after some playing in Lightroom and Photoshop I am not getting very far.

Anyone got any clues - she has given me a couple like this.

Is that flare or has somebody been over-keen with shadow recovery?

I'd select the area in PS using the polygonal marquee tool feathered to about 100px (depends on size of image) then Ctrl/L for levels and hoof the black level up until it matched the rest of the image. But I'm sure there are other ways too.

Apparently that is how it came out of the camera (which has some rather agressive JPG processing it appears)

Looks more like something on the lens - there a large dark spot over on the right too.

Yes looks like water droplet or fingerprint on lens
