Gatsos but no white markings

Anyone know the score re Gatsos not having associated white road markings? A whole gaggle of cameras (eight in a two mile stretch) have gone up near me recently, but there are no white markings at any of them. I'm in the process of emailing the Herts Scamera mob and I want to know if I can claim their beloved cameras aren't following guidelines. Oh, and there don't seem to be any camera warning signs either.

Is the installation complete? Are they snapping folks?
I am told they don't need white lines on the road; they can use a tranparent overlay on the picture with the lines on that. Tricky, huh?

They look fully installed - not bagged or anything. I just wondered if white lines were part of the requirement or not. Like so many things relating to cameras there seems to be no hard and fast law, just "guidelines".
The Herts Scam website says all cameras conform to the guidelines re x amount of KSIs per "section of road", yet two of the Gatsos are no more than 400 yards apart, so I've emailed them to ask exactly how they define "section". I'm guessing a fairly liberal interpretation has been applied, which is the general theme of my email to them. I think they've used guidelines that would really only allow one set of cameras to install two.
I'm keeping the contact polite and non confrontational, so be interesting to see if they reply.
When they installed the cameras in Harlow it was a month after the cameras went up before the white lines appeared. The Scamera partnership aren't bagging them because they want drivers to think that they are active from day 1.
There are two new cameras (one facing each way) on the A1184 between Sawbridgeworth and Harlow, which were only installed about a week ago. Neither of them have the white lines painted on the road.
