Un-marked Vans

On Thursday July 1st South-bound M74, before Abingdon, I was passed by a green Transit type van, followed by a silvery blue Sprinter type van, this had a collapsible frame on the roof with a ladder up the back door.
Both vans had blue strobes secreted in the rear light clusters and no lettering at all on the bodywork.

Any ideas?

Nah! My work-mobile is restricted to 56 mph. Sleeping or not sleeping, the wonders of cruise control!!
