RV-registered cars.

I'm sure I've probably thrown you off with the title. Not talking about campervan thingys.

Is it just me or are there a lot more cars registered in Portsmouth with an RV plate? I mean, RVXX***, where XX is year of reg (09, 59, 10 etc) and *** are the letters at the end of the plate. Tonight's TG reminded me, as I've seen a hell of a lot more RV cars on newer plates. My Impreza was on an RV plate before it's private one but I've seen a fair few around. Is it something to do with imports and the scrappage scheme?
