What was happening in Old Broad Street last night...??

Around 6.30pm, as I left the office, there was a traffic jam heading down Old Broad Street in the direction of St Pauls.

It appeared that some chap in a wheelchair was blocking the traffic and refusing to move, but I've now idea what it was all about.

Anyone else see or hear about this, and can fill in the details...?
