Speed camera line where there isn't a speed camera (picture)

On this picture there is a spped camera and line on the road where it is pointing. Why are there lines on the opposite side of the road behind the camera and no camera?

Yep, one near me gets turned every few weeks.

There's a 30mph one on Hove seafront (near Brighton) that gets rotated every couple of months.

It's funny to see people slowing down to 25mph to go through it, when it's facing the other way, pay attention!
