Do manufacturers submit repair data to a central body?

We have a fleet of Skoda diesels that are just coming out of manufacturers warranty... they are falling over like three legged donkeys at the moment. Stupid, irritating faults (keys spinning in barrels) to injector faults and misfires. They just don't appear to be built to a standard like the early Skodas.
I was speaking to a Toyota rep about replacing our fleet, and she mentioned a central database that she could check and pull comparison reports off, the idea being all manufacturers had to pass information to it.
From memory it meant that all vehicle services were logged, along with repair data - consumables and prematurely worn components. That way you could compare the whole-of-life costs of running a £20k Avensis vs. a £12k Octavia.
Does anyone know what this database is or how to access it?
It's the amount of time these cars are off the road that annoys me, other operators who stuck with Nissan and Toyota don't get half the trivial problems we seem to.
It's fair enough when a clutch wears out, but having upwards of a weeks downtime because the key no longer unlocks the door is just unacceptable
I can't ask the Toyota rep as I gave her a roasting for taking a month to not get me a quotation. Don't know which manufacturer to turn to. It'll be Kia at this rate... they ring up nearly every week!

Thinking about going for Automatic gearboxes as well - try and take some driving style variables out of clutch wear! One driver manages 75k on a clutch, and another manages 40k
