Limiting opening of top hopper window

My Son's house was burgled this week, luckily one of his housemates was in and caught the little s
t's before they got away, and handed them over to the Police and all the swag recovered.
The means of entry was by one of the 10! year olds wriggling into the house via the top hopper of the window, which he was then handing the goods to his 2 11 year old accomplices.
My son (a non Piston Header), is not comfortable about my suggestion of fixing carpet edging on the inside of the window, just under the hopper, where the extra grip afforded by it to the burglars fingers would make any future burglar less likely to slip and injure themselves
He had the idea of limiting the opening of said hopper, so he can still get ventilation, but retain his property.
Has anyone found such a device?
