suspension! why wont it tighten up?? help please!!

The rear drivers side rear suspension seems to be loose on my mx5, well if you push down on the suspension/drive over a bump, the bolt that is attached to it pops up and down in the boot, which cannot be right, can it?
I have tried tightening it up in the boot but the bolt wont go anywhere.... any ideas people?

Two things here;
There are two nuts that hold in the suspension unit, forward and rear of the shock nut.
These hold the suspension in place, it sounds like they're loose.
The single nut on top of the shock holds the shock in to the suspension unit (which removes from the car in one piece). It's got a 'flat' side on the thread, which stops it spinning to secure the shock in to the unit.
