Is it possible to determine what edits have been done on a file? In other words if I go back to an edited photograph in the library I'd like to be able to read what development or edits have been done. Is there a way of finding tis out?

LR is, by design, non-destructive so you are actually working with an edit file where the edits are applied to the master. Therefore the edit file contains the adjustments so if you open it the edits previously made should be visible as differences from a 'default' set of values.

Of course the actual edits may not equite so obvious in all cases unless you are totally familiar with the default values ... but they will be there. In theory you should also be able to switch the edits on and off to see what effect they have had.

However I'm not sure that these responses really answer whatever lies behind your question.

All the edits done in LR are shown in the History panel, left hand panel, in Develop mode.

Yes, ON YOUR COMPUTER.

LR saves all editing as a separate file so if the file you want to see is an exported picture I don't think it will work.

Unless you have both files - the original and the edit.
