Ford Fiesta Starting problems (2000)

We have a problem with my Girlfriends Fiesta when starting from cold, it’s a 2000 W reg 1.25 zetec with just over 100k on the clock. The car will not start first time when cold / left for a while, if the car is switched off and on again within a short period (getting petrol) it will start again fine. The car seems to be running ok when being used.

Any ideas what the problem might be?
