NIP turned up after 40 days - but......

I've recently received an NIP for an offence alleged to have taken place on the 25th of Jan. The letter is dated 10th of March. i.e it is well over the 14 days I am lead to belive is allowed to inform me.
However..... I was caught while driving the car back from Scotland having just bought it - i.e I was not the registerd owner at the time. Does anyone have any idea if I can still contest this via the 14 day rule? or is this a valid excuse for plod?? (also it doesn't appear that they tried to get in touch with the previous owner, not sure if that makes a differnce)

Well my guess is that if you were not the Registered Keeper at the time you can hardly expect them to send the NIP to you using physic powers!
I would assume the NIP should have gone to the previous owner who would presumably have returned it saying either he no longer owned it, or had sold it to you.
