On the entrance into the industrial estate where I work there is a blocked drain which has covered half the road with about a foot of standing water, due to a few heavy downpours. Only vans and jeeps can get through it; normal cars have to wait for oncoming traffic to clear so they can drive around the water and continue on their respective journey's.

However, there has been one bloke in his car, who upon seeing people waiting for traffic on his side to clear (so they can drive around and avoid the standing water), has decided to just sit and wait there, blocking traffic. I asked him politely to move forward and he crawled forward, stopping every 3 or 4 feet. When cars started to eventually blow their horns he stopped again. I asked him to move forward a bit quicker at which point he stopped and pulled his handbrake up. There was another bloke in the car and they both stared me out of it at which point the driver of the car asked me if "I was getting lippy with him". I told him no, and asked him why he was taking so long to move forward. No reply came. The stale mate eventually ended with him just driving off, albeit very slowly.

Now the water is still there and will be there for the immediate future and it has left me puzzled as in what to do next. Do I meet aggression with aggression or just sit in my car, cowering and brooding till they leave?

I've read it three times and have no idea where this driver was in relation to the puddle, can you explain again.

Sure.

-the standing water is on my side of the road.
-the berk is on the other side of the road, stationery
-cars on my side of the road have to cross over to the berk's side of the road to progress.
-berk does not move, even when the road in front of him is clear.
-berk takes exception to me, asking him to move forward, even when the road is clear.

Sounds like he assumes that the puddle is impassable as there is traffic waiting. Now he's made it once, I guess that he'll know his car can get through.

If he works on the estate then just pop in to his place and explain to him what the issue is - deep puddle, engine stalling etc. Try to be humorous if possible (can't swim, car unilkely to float) and you would hope he would understand what the problem is.

If he does not work on your estate I suggest you have a chat with any security firm employed for such matters as well as putting out details of his car and reg plate to other occupiers. Unknown cars on industrial estates with strange folk in them would usually be down to them scanning out possible victims for a crime of some sort.

Is it like this? Your car is green, his yellow. Is the puddle on his side because then he might be going slow so he doesn't splash his car or something silly like that.

I was going to say get a large 4x4 and initiate the largest tidal wave possible aimed in the general direction of his machine.

I once had a similar situation. Woman in a Jazz driving around a minor flood on a deserted country road at 0.001mph despite the fact that the bit she was driving on was actually completely dry because of the camber.

After patiently sitting behind them, slightly confused, for a couple of minutes it suddenly dawned on me I was in a Range Rover. It made a big wave.

That's it. No, he did not seem the reasonable sort. I asked if he could move forward as I didn't want to flood my engine at which point he moved forward at about 0.1mph whilst staring intently at me. I asked if he could move forward a bit quicker, and he pulled to a complete stop and asked if I was getting lippy with him. His way was completely clear by the way, he had no reason for going so slowly, especially when there were cars behind him.
