How would you approach this?

Basically, I've been offered a promotion to a role that a bloke has been performing for a while on a "temporary promotion" basis. I know he went for this position and didnt get it, and now I'm going to be his manager.
I can understand there will be some resentment and disappointment from his perspective however I'm after some advice on how to approach this chap as I'll have to write his quarterly reviews?
Do I try to to make a peace with him or just lay the law as it stands?

If he only gives you crap work and puts no effort in or is constantly trying to belittle you then you have words, keep it friendly to start with just explain that it must be awkward for him but you are where you are and you both need to be professional and get on with it.
It may be good to make him feel like you are asking his advice on things that he would know after doing your role, make him feel important. Be careful not to make it look like your clueless though or he may go running to tell managment how your worse than him!
