I looked at the headline. They are now constructing the front page of the Times to be teasers so you are compelled to buy the thing. Not worth it..if the news is important it will be picked up by others.

It was an interesting article.
It seemed at least several councils had decided they would have cameras because of the central funding, but can't justify them when they have to pay for them...

There was the usual (hilarious!) tripe from BRAKE as well.
