I can't, but Google can - it's the Chinese army sinking a barge which had run away due to floods and was heading towards a hydro-electric dam in Sychupn province.

Eggman is correct, the barge was blocking the dam (in effect damming the dam) therefore the russians blew it up to prevent a flooding situation
