85th percentile

I read an article in our local paper (bristol)yesterday about a bloke having a rant about all the "traffic calming" that had appeared on a road leading into his housing estate. Apparently they had just appeared without any consultation with the locals.
When challenged the councils reasoning was that 85% of people travelling down that road were driving over 30mph, so they had to slow them down! idiots! The bloke thinks that a 40mph limit would be more reasonable, and it looks like he's got a point! I wish someone would explain the 85th percentile rule to these idiots in the council!
I don't know the road in question, but apparently it is a straight road, with clear visabilty, and a train track on one sign (so no crossing pedestrains).
