116i Full Service - Fuel Pump??

Took my 2004 116i to a "German Specialist" because of "mis-firing". Specialist said a 40K mile Full Service would fix the chugging and shift-related stalling. 3 weeks later the car won't start at all. Specialist says it initially sounds like a fuel pump issue. If so, should the fuel pump issue have been detected during the course of the Full Service? What do you think?
