I ordered a laptop part from a power seller with about lots of feedback (39000 sales), they had some negative feedback, but nothing that made me unduly worried.

Two weeks later I have not received the part. I emailed the seller and they sent me a Royal Mail tracking number. Tracking says the package could not be delivered and has been returned to sender.

Seller says they have not received anything back either...

I am suspicious of this, because this was addressed to my postroom at work, which can take deliveries 24/7. Of course it's not inconceivable that it simply got lost.

I am suspicious of the RM tracking number too, as apart from teh status and message that is has not been delivered, it gives gives me no more detail about who it was being sent to, and where, so as far as I know this number could be for any parcel being sent anywhere.

So we are at a standoff. I feel the seller should refund me and sort out any lost items in the post himself - even though, of course I accepted the risk of having it sent by Royal Mail. Do now I simply raise a a case with eBay and push for a full refund? Or just leave this seller neutral feedback and lose my £25, and take more care who I buy from on eBay?

If the item was not delivered and returned to sender then the seller needs to refund you and take it up with the Royal Mail.

It's the sellers responsibility until it's delivered, so they should be sorting it out. If RM say it was returned, you should be refunded without question, since it's quite clear you don't have the goods.

Raise a Paypal dispute and you'll get your money back easily.

I'd imagine the problem lies with Royal Mail. Even if your postroom is open 24h a day, it doesn't mean the postman could be bothered to deliver it.

An ebay dispute would sort if very quick, they just check it's been delivered, by getting proof with an address/signature, and if they can't, they refund the money.

This.

I've just has to do this for an item I won, paid for and did not receive. Didn't take long to get money back.
