Not quite only in America. In 2001 I saw my first giant vending machines in Portugal. They sold everything from wine and cigarettes to soap and books. It was a marvel of modern technology. No breath test/ID for the booze either. Just sat outside a shop for anyone to use. Loved it.

Loads of vending machines in Japan will give you alcohol - no ID required!

I saw them there in'94, but only for beer and cigs, amazingly no 'youfs' were taking advantage of them.
