Returning licence to DVLA when part is lost...

I've just applied to have a new licence after I lost the paper part (I still have the photocard) and at some point in the process it said please confirm you will cut your licence in two and return to the DVLA. There were no other details, so I went to look on their site after paying for the re-issue but can't find any info...
Does anyone know the process?
Like I said, I can't find any info on the DVLA and the help part with a step-by-step process isn't working...

I may have missed something in translation, but doesn't the process go along the lines of:
- Find pair of kitchen scissors
- Grumble and put them back when the other half shouts that they're for food only
- Search the whole house for paper scissors
- Discover the only pair has been gummed up with PVA glue by the kids
- End up in the garage hacking away at the card with a pair of pliers / secateurs / stanley knife
- Pop the mangled remains into an envelope & post to Swansea

Which implies that you're ok to drive with no license physically in your possession, so my guess would be that you send off the destroyed old one with the application (if applying by post) or asap (if applying by telephone / online).You can drive before you receive your licence as long as you:

Oh balls, just bought a new photo card the other week! 
I then found the original a couple of days later in my jeans pocket
