How to trace the owner of a reg number?

[KTR]

I am trying to find the previous owner of a car I am looking to buy. I know the private reg number he had on the car when he owned it and would like to trace him to ask about the service history. I also have his name and address off the log book but a BT search does not come up with anything, and the address is nearly 200 miles from me. Any suggestions?
