Mysterious hole in my dash

I'm in the process of stripping my S1. I've just removed the instrumet pod and have discovered a plate and filler covering a cut out in the panel housing the the blower controls and some spare green wires behind - any ideas what it was there for? That small section has also been repainted quite poorly.

I would post a photo but don't know how!
