Public road-racing. Proper, exciting, low cost racing

I would love to see 'road-racing' on public roads. Not rallying or timed sprints. An actual race on public roads open to road-legal cars.
Just think how fantastic this would be.
Racing on tracks, gravel, dirt tracks, is all well and good, as is rallying on various surfaces.
If you are of a Scandinavian persuasion, then ice, snow and frozen lakes are available too.
BUT WHAT ABOUT ROAD-RACES IN THE UK?
5 mile races, or 10 miles or 50 miles. Heck, you decide.
Start in one city centre and finish in the other.
Take in bends, roundabouts, one-way streets, country lanes, dual-carriageways and motorways. (speed bumps would have to be removed, obviously
)
You could have different classes (hot hatch, saloons, supercars, single seaters), but my preference would be to just lump them in all together.
Maybe have qualifying or just start on some sort of handicapped basis.
If you are a cyclist, a marathon runner, a triathlete, roads are closed down to allow you to get sweaty in your chosen sport. So why not for cars?
There could be a few issues to resolve first. Logistical, administrative, safety, appeasing upset local residents, not to mention the irritating environmental lobby, safety, sponsorship, convincing the namy-pamby PC brigade, safety, but I really think I am on to a winner here. Ecclestone, on your bike. Sorry, Ecclestone on your petrol-engined personal mobility device.

It's allowed in mainland Europe, the Isle of Man, the Channel Islands and Northern Ireland. Why not here? They don't seem to mind closing roads for a bicycle race.
In my local town I can think of a route that would make a decent hillclimb. Probably only a mile or so, but so much more interesting than an airfield.

Road racing through 3 foot deep potholes, round erroneously placed grit bins and dodging traffic calming bumpy bits?
It'd be rubbish. Our roads are nowhere near good enough for it. Even main artery B Roads that allow for fast driving are full of lethal holes and raised ironworks round here.

What we really need is to take a small scottish island with good roads and friendly locals who don't mind the roads being closed for a while and have a rally there
