This is a good starting point that I use:

It's BT's wifi offering but they have quite a few affiliates.
IMHO the quality is good. However, this is based around London hotspots.
The prices are quite reasonable, but it largely depends what you compare it to. I use a mixture of GPRS and wifi (when availble).
Having said that, there are plenty of imbeciles (companies too, not just individuals) who have wide-open broadband/T1 etc access through wifi. So it's free if you know where to look :P
