It pays to shop around; ring up or visit - don't bother with the internet as the information is of a better quality when obtained from a real person. I found the firm mentioned above in the back of one of those local advertiser magazines.
Its very difficult to get fleet insurance to cover under 25 never mind under 21. I know as I looked into it with a view to starting up a little scheme.I could not find a single broker to cover under 21's regardless of vehicle or its value.
I certainly tried as was convinced I was onto something and was very disappointed at the inflexibility of insurers to consider it.

They are covered to drive all their parents 'business' cars inculing landcruisers etc.

All that aside it would still be horribly expensive to get fleet hire insurance for 18yr olds
I am however surprised to find that your friends were able to get any kind of fleet insurance for any use unless you mean they are using their parents policies in which case it may be that their parents have had fleet policies for some time and therefore could negotiate terms with their insurers.

I rented two cars recently, being 24 I ticked the young driver 23-24 premium on the website, told me I would have to pay it locally.Turned up and they didn't mention it, so I asked them if I had to pay a young driver surcharge and she said it wasn't showing up that I had to. I believe one of them paid £1800 at 18, which covered him for his a4, parent's 300c and discovery and a few vans.
£1800 sounds pretty damn reasonable all things considered.
I have long said the whole system in the UK is a mess from the getgo.
From how you learn to drive to insurance.
In SA they don't bother with what your age is as its the car not the driver that's insured and its the policy holders responsibility to make sure the person they are letting drive the car is safe to do so.
All this is I believe led from the fact that the system to get a license is much more difficult than here in the UK and the insurers aren't thieves like most British companies who's primary focus is how much they can rip everyone off for.
