Odd van with blue strobes

Commuting home last night I saw two unusual vans on the M42; white Vauxhall Vivaro with blue light bars and grille strobes flashing, ne was heading North, the other South, the south bound one headed for Redditch at J2 IIRC. I guess the Northbound one was heading there too.
Odd thing is that the vans were unmarked save for two blue reflective stripes on each side and the usual red / yellow chevrons at rear - I would expect to see "POLICE" or similar. any idea which force uses such vans?
First thought was EOD or maybe armed response...

not your van Aviz, but very similar. The blue stripes were narrow with a wide gap between as though someone had removed the "jam" from the sandwich!
The prison van is a maybe as there is a prison near Redditch but the easiest route to that prison would have been via Bromsgrove unless taking prisoner to court?
