Driving Licence retained?

I am about to inspect all our employees driving licences.
I have been told by one chap, that he was stopped for speeding two weeks ago, and that the Police had kept his driving licence to have it endorsed.

I have never heard of this, surley if he was offered a fixed penalty notice,he still has the option to go to court, or he should send his licence to the court with payment of the penalty.

Does a policman have the right to retain someones documents. and if so, under what circumstances?

When I was stopped for speeding the officer asked for my counterpart licence. I didn't have it on me, only the card. He said that if I had it then he could have taken it back to the station for me. I had to take it my self, along with all my other docs.

If you get an FPN, you must surrender the licence, or if it's a new type the photocard and counterpart. This can be done at the roadside, or at a Police Station within 7 days.
Upon receipt of the £60, your licence will be returned, duly endorsed with the requisite number of points.

when asked "do you have your license on you" the stupid sod said "yes" and the bib took it......end of.....he should have got a reciept from the bib for it though.

You get a receipt automatically - it's called the FPN...
