Although I was a late lock-on convert, when we worked in the shop, we found that GT85 was stunning at this task - to get them off, and then 'lube' to get it on.
Seriously. Try it.
I used to use TF2, strange to use a lube to fix your grips, works though.Seriously. Try it.
Now gone the lock on route.

Much cheaper than ODI but just as good IMO:

I have been using a set of ODI Yeti lock on grips for about 3 years on my mtb so far, super tacky and very comfortable. impressively showing no signs of wear either - definitely a fan, but having recently bought some superstar brake pads and being very impressed with them I might give their grips a go next time i am buying some
Just bought myself a set of these: http://www.ergon-bike.com/gb/en/product/gp1 that should solve my problem. Anybody else using them? The guy at the LBS said people were impressed with them, but then he would say that I guess.
