Theoretically if after receiving a NIP, and after corespondance you were to return your licence, fine and the form - unsigned, with a covering letter:

"This is not an admission of my guilt, but simply a realisation that under the circumstances I am unlikely to have a fair hearing."

Strictly speaking if the licence is subsequently endorsed, what is the legal postition.

Since you have provided your licence and paid the fine, the covering letter would be 'ignored'. They could argue that by paying and providing the licence you are admitting guilt by 'deed or action'.
