A Speed camera operator has been spotted catching motorists from under a bus shelter. An Evening Post reader spotted the operator monitoring drivers on the Downs in Bristol and sent us this photograph to highlight what he called "covert" methods being used to snare speeding motorists.
Avon, Somerset and Gloucestershire Safety Camera Partnership says the operator was abiding by all guidelines and was highly visible to drivers but was unable to explain why he was in the bus shelter rather than standing out in the open.
The camera operator was spotted monitoring traffic heading towards the city centre on the A4018 Westbury Road, near its junction with North View, by reader Richard Male on Tuesday.
Mr Male said he was "disturbed" to see the camera operator "hiding" in the bus shelter.
He said: "I believe this is not in the spirit of deterring speeding, but more in the interest of increased revenues."
The Safety Camera Partnership "time and time again demonstrates a covert and closed method of operating" which is unacceptable for a public-funded organisation, said Mr Male.
Gary Larsen, a spokesman for Avon, Somerset and Gloucestershire Safety Camera Partnership, said the operator was acting quite legally, wearing his high-visibility jacket and with warning signs in place.
Mr Larsen said: "There is nowhere to legally park along there. He parked his van elsewhere, took all the equipment and sited it in the bus shelter.
"I cannot actually see a problem with it. It is very wide open.
"Bus drivers must be able to see people - you cannot hide in a bus shelter."
Mr Larsen said the camera operative had e-mailed the partnership's operations manager to say he was setting up in the bus shelter. Tony Vickers, of the Association of British Drivers, said: "As people get to know where the fixed cameras are and are slowing down in order to avoid being caught, it seems to me the latest way of ensuring the revenues are kept high is deploying more and more mobile cameras because people are not familiar with their locations."
Last year the Safety Camera Partnership was criticised after readers spotted and photographed its staff operating mobile speed cameras on a central reservation under the Avonmouth Bridge, across cycleways, on double yellow lines and in bus laybys.
Earlier this month, the Government announced that every speed camera in the country was correctly placed after a nationwide review in which the country's safety camera partnerships were asked to justify the positioning of their fixed and mobile cameras.
But motoring organisations challenged the findings of the review.
About a dozen speed cameras in and around Bristol are to be removed and replaced with electronic warning signs which tell drivers to slow down.
The Avon and Somerset Safety Camera Partnership has received permission from the Department for Transport to swap cameras for flashing signs on roads with low accident rates.
