What Camera Did I see Today Over The M42 ?

I drove along a road that is above the M42 in Solihull and I saw a 10ft shipping container painted white with a camera poking out the roof looking over the M42.

Now this section already has 'variable limits' and cameras on the gantries so what was this one for ?

Non-fixed ANPR perhaps?

I thought it must be something like ANPR but I've never seen a camera like this before
