Tractors on the M25

Something I've seen this year and never recall seeing on motorways at all over the last 30 odd years of driving, is a hedge/grass cutting tractor followed by a highways lorry with lots of flashing lights.
I've seen this about 3 times this year.

Has there been a change of policy, did they used to do it at night? or didn't they cut the grass in the past?
