Free solar panels

I keep hearing adverts on the radio for free panels offering free electricity, all under a new government scheme Where the provider appears to rent your roof for £500 per year and then charge the government £1400, it doesn't seem to work for people who are at work all day

Is this just a money making scheme for the installers or is it a genuine way of reducing your bills.
