That's probably the motor controller. The 12V battery is just for normal stuff on the car that need to be powered on a 12V or stepped down to a 5V source. Having a DC-DC converter that steps down from 200V to 12V will be expensive, you'll need much higher powered silicon, so that drives up cost. So it's all about whacking in a cheap lead acid battery.
To be fair the low power side of the motor controller will most likely be powered by that too.

Electric motor which is encased to look like a petrol engine is for familiarity, people feel comfortable with what they expect to see.The standard car battery is to power the legacy systems.
My Prius also has a standard 12v battery, which powers up the computers, audio, central locking, lights etc.
Bloody annoying if you flatten it, as you can't start the car, even if the hybrid battery is fully charged.
