Unbelievable road etiquette

I was approaching a roundabout today, and there was a bit of a queue. All cars were going around this car that appeared to be parked a few feet from the roundabout (stopped, no light/hazards on). As I go past the driver is sat in his seat on his phone! He had got a phone call, and rather than ignroing it, or finding somewhere safe to stop he had just stopped there and then to answer! Unbelievable I thought! I hope he gets caught one day! Well, guess what car was behind me? Yep, police. So I glance back as i'm going off the roundabout and the copper has stopped and is having words.
Now there is a tiny possibility that the phone call was critically important and he HAD to take it. Seems unlikely though. Also, literally the worst place to stop!

I once saw someone ahead of me on a fairly quiet stretch of dual carriageway doing about 40ish with his hazards on. I thought he was in a bit of trouble so I slowed down and expected him to pull off, but he drove straight past a laybay. I sped up to go past him and he was on the phone, unbelievable.....

I was coming towards Carlisle yesterday evening on an NSL road, came over the brow of a hill to find some tart pulled up about 75 yards after the brow in the middle of the road yakking away on the phone. Saw something similar recently on Junction 10 of the M20, which as those familiar with it can testify, is a piece of crap. At one of the many sets of lights sits a chap in a Jag saloon with traffic all around him when suddenly he jumps out, runs around to the rear passenger door, opens it and drags out a young girl, probly 7 or 8 years old.
WTF is going on? thinks everyone when the poor girl starts blowing chunks all over the road. Projectile chunder biliousness of the worst kind. So would you have stopped or let the hapless sprog groan all over the back seats? Difficult choice.

Possible I suppose. But i'd have pushed my car off the first exit (slight downhill) and into the layby parking spaces along the side of that road had that been the case. It was also a fairly modern car, making it less likely to have been a breakdown IMO. N88 said:

Am I right in thinking that you can be done even if stopped safely in a side street etc, as you are still in control of the car?
