Please help get rid of CO2 based parking charges

The highly unpopular CO2 based parking charges in Richmond are under discussion at the moment, the Conservatives are trying to get rid of them and the libs want to keep them.
Can anyone help out with any good points in favour of getting rid of them? One thing I'm specifically after is a list of 'normal' cars that are subjected to the highest charges rather than the usual claptrap about 4x4's I want to demonstrate that this is a tax on families (who need big cars) rather than just on Cayennes etc.

I suppose my parents' Toyota Previa would apply to this. We're a family of 6 so when we were little we needed a bigger car. We got the 8 seat variant of Previa (allowed them to take grandparents too), which only came with a 2.4 ltr petrol engine IIRC. As you might expect, it's not great on CO2.

The amount of Carbon Dioxide that is emitted from any parked car is zero.The amount of Carbon Dioxide that a car will emit in motion is not directly related to length - For the purposes of considering parking bays, width, height and weight are not an issue if the bay is wide enough and the car is parked correctly.
A 2006-9 range rover is 4788 mm long
A Passat CC is 4799 mm long
(googled wiki numbers)
You'd be just as well sending them some actual facts about CO2, instead of the junkscience that they have swallowed hook, line and sinker.

No chance of convincing them of the error of their ways, just wanted to point out some very normal Family cars that fall into the highest "tax" bracket, eg Mondeo, Renault people carrier.
The Liberals are very keen on portraying it as rich people in 4x4's when that is far from the truth. If anyone has some good suggestions I'll try to see they are heard in the Council meeting where this is discussed.
