"Cannot use this car in the UK"

Musing over cheap E36 tourings and came across this advert. The car's LHD but on UK plates.
However, in the advert it says " no mot no tax also this car was converted from left to right by top class mechanic was tested through mot which pass without any problem note can not use this car here in UK due to dvla specification so is for export only if in dout plse call and arrange for viewing test drive b4 any purchase. £850 No time wasters."
Firstly, no idea what any of that means. Bares some resemblance to English, albeit very basic
Curious as to why a car on UK plates might not be legal to use in the UK under what 'DVLA specification' exactly??

But in the picture, its still left hand drive??!!
Perhaps Stolen is a better description, or running on UK plates, but is actually a foreign car?
All sounds very very very very suspicious!
Edit - there's a lovely picture of the dodgy dealer in the rear window of that picture...

Well spotted, i managed to miss this little detail. 
"converted from left to right by top class mechanic" sure it was, I mean would you look at the bonnet shutlines and the bumper? Top class, that. Oh, and yes, it must have been converted from LHD to RHD because that's the sort of thing one does to highly sought-after model with the 1.6 engine.

But its still LHD fully agree with the model point too, its an R-reg 316, why would you spend all that money converting it??
or steal a car, give it a UK registration and sell it as "Export only - LHD" then register the original 316 as in the UK again.
By the looks of him he will want you to pay £3800 into a Nigerian bank then give you the £3000 change next week from his Swiss account?!
Am I correct in thinking that the wipers go in different directions for LHD and RHD cars?
Edit: Looking at a few pictures of other e36's, lhd ones seem to have the wipers going in the opposite direction to rhd ones. This one, despite being a left hooker in the pics, has the rhd wipers on it. I'm not sure if I'm impressed or appalled by the fact I noticed that

This is a brilliant example of a car not to buy and a seller not to trust! Presumably this sort of thing is ok in Lagos ie take one stolen and damaged, then badly repaired car, stick some legitimate plates on it from another car, and then go and use it in another country so you dont get nicked. All just a guess of course.

Perhaps this is what this guy means by converted, which would also explain why it isn't legal I suspect!

Yea looks like they fixed the mirror, dried the windscreen, swept up some leaves and did a bit of weeding, between taking those two pics.But not the second...?
