I think it's always said "registered keeper", not owner, and explained it in the notes - even on the ones I had in the late 80's as it worried me then. I guess the receipt you got when you bought it shows you as the owner . . .
You're not going to like reading info on personalised plates - as regardless of how much you pay for one of them, you don't own it - only the possibly temporary right to display it . . .

When you buy a car on finance you don't own it, despite your name being on the V5C....the finance company own it until it is paid off.
It's always been like that, but the DVLA are trying to help those idiots out there who think that just because the name is on a V5C they don't need to do an HPI check or similar.

I can see a lot of awkward non-sales as a result of this. People thinking that this particular car isn't owned by the seller and moving on to one with an older V5. It looks like it might be a "copy" that keepers who are not owners have instead of a "real" V5..

Many would start to think, hang on "who's the owner then"? This may be the aim of it but I think it would result in people thinking how identify who the owner is rather than the keeper. How would YOU prove you're the owner of your car? Many people bought privately wouldn't have a real receipt. How would you *declare* you are the legal owner?
I think there are other ways to try and get people to do more research when buying a car. I can see what they are trying to do but don't think this is the way to go about it.

also to point out the knuckle dragging mouth breathing knobbers who somehow manage to get a bailiff ticket that a car on someone's drive even if they are the keeper and it's HPI clear still isn't necessarily theirs to be seized.
